Davidson Cottages Master Plan Update
The developer of Davidson Cottages seeks to amend an existing conditional master plan approved in 2006 and which has since been amended multiple times. The applicant requests a Conditional Master Plan Amendment to develop a residential community of 30 single-family homes and two duplexes (totaling 34 units), along with public open space including a park, seating areas, and walking trails. The board of commissioners provided feedback about the proposed revisions to the master plan. The next steps will include drafting formal conditions based on public input, commissioner, and staff feedback ahead of an April public hearing.
Capital Planning and Funding
Leading into the FY2021 budget process, staff presented to the board a series of proposed structural budget changes that are designed to create a more proactive and transparent process for funding capital infrastructure improvements. Additionally, there is new information available after the sale of Continuum. Staff briefed the board on these two key issues for feedback in advance of preparing the FY2021 Operating and Capital Budget and reviewed 2017 G.O. Bond project prioritization for mobility, greenways, and parks.
Two Year Draft Strategic Plan
Assistant Town Manager Karen Whichard and I presented the proposed goal areas created by the board and management team at last month’s strategic retreat in Asheville. The goal areas are as follows:
A. A Well-Planned and Livable Community
B. Historic Preservation
C. Connecting People and Places
D. Operational Excellence
E. Equity and Inclusion
F. Sustainability and Natural Assets
In order to help implement these goals, the draft strategic plan includes a list of top ten priority strategies. The draft strategic plan includes strategies discussed during the retreat that did not rank in the top ten but staff recommends vetting further for potential implementation. The board of commissioners will be asked to approve the strategic plan at the March 24 meeting.
The board approved Resolution 2020-06 authorizing the Essex Richards Law Firm to represent the Town of Davidson in the following litigation - Town of Cornelius and Mecklenburg County v. MI Connection Communication System d/b/a Continuum, The Town of Davidson, and the Town of Mooresville, Mecklenburg County, 20-CVS- 3753 and Town of Mooresville and Town of Davidson v. Town of Cornelius, Iredell County, 20-CVS-308.
