Solicitation Scam

The Town of Davidson and the Davidson Police Department would like to alert residents that we have received reports of solicitation scams in our area. A salesman has allegedly been going door-to-door in town selling magazines for the Ada Jenkins Center, which is a false claim. We’ve also received report of a phone call saying that a warrant has been issued and must be paid by gift card or else a Davidson Police Officer will arrest you. We’d like to advise residents to report all door-to-door solicitations to the police immediately so officers can identify and educate these individuals about the town ordinance. 

As a reminder, any resident with a Ring doorbell can also send footage directly to the police department through the Neighbors App.

Christmas in Davidson & North Mecklenburg Christmas Parade

We hope you’ll join us for the festivities for our Annual Christmas in Davidson Event, December 5 - 7. As a reminder, Main Street is closing at 4:00 p.m. each of those days, so you might want to plan an alternate route if that’s your normal path home by car. This year, we’ll continue to offer trolley service beginning at 5:30 p.m. each night, so please consider that as a good option to get downtown rather than driving as parking is quite a challenge.  For more information, visit http://christmasindavidson.com/

Saturday, December 7 is also the 37th Annual North Mecklenburg Christmas Parade! The parade begins at 1:00 p.m. at the corner of Griffith and Main Streets and proceeds south on Main Street to Old Canal Street at the entrance to Antiquity in Cornelius. Several streets in the area used for staging the floats will be closed starting at 10:00 a.m., and Main Street will close beginning at 12:00 p.m. and the section south of Jackson Street will reopen around 3:30pm, so please plan accordingly. Charlotte Water Project on Lorimer Road
The week of December 9 – 13, Charlotte Water and Eagle Wood Construction are replacing a sanitary sewer pipe to serve customers in Davidson. As part of this project, Lorimer Road will be closed between 206 Lorimer Rd and 210 Lorimer Road, which is between College and Hillside Drive. Construction will begin on December 9th and should last two weeks, finishing up on December 20th. 

Public Information Meeting for Redevelopment of the Davidson Depot Street Brownfields Property
The North Carolina Department of Environmental Quality Division of Waste Management Brownfields Program will host a public information meeting concerning redevelopment plans for the Davidson Depot Street Brownfields Property.  The information meeting will begin at 6:30 p.m. on Monday, December 9 at the Ada Jenkins Center, 212 Gamble Street in Davidson. Representatives from DEQ, N.C. Department of Health and Human Services as well as Mecklenburg County and Town of Davidson will be in attendance. John and Missy Kuykendall

Jack Burney Community Service Award Ceremony 

On Wednesday, November 27 at 10:00 a.m, the Town of Davidson held the 2019 Jack Burney Community Service Award. This year’s recipients were Missy and John Kuykendall.  The North Mecklenburg Moravian Band played holiday music to welcome Davidson residents, the Kyukendalls’ family, and other guests. Several speakers participated in the ceremony, both remembering Jack Burney and honoring the Kuykendalls’ long-time service to the town.

December 10 Board of Commissioners Swearing In Ceremony
On Tuesday, December 10 at 6:00 p.m., a swearing in ceremony will be held to begin the 2020-2022 term for the Davidson Mayor and Board of Commissioners.  Everyone is invited to attend!

Davidson Police Department Corporal Promotions
Congratulations to Corporal Anthony Better and Corporal Phil Geiger for their recent promotions.

Recognition of outgoing Advisory Board Chairs
Mayor Knox read three resolutions in recognition of outgoing Design Review Board/Historic Preservation Commission Chair Bruce Barteldt, Livability Board Chair Steedman Lyles, and Past Chair Marty Metzger.  We appreciate their years of service to the Town of Davidson.

Kathryn Spatz

Recognition of Parks and Recreation Director
Mayor Knox recognized and thanked Parks and Recreation Director Kathryn Spatz for her years of service to the Town of Davidson.  At the meeting, Kathryn was presented with a painting of Parham Park.

Kathryn’s last day with the town is on Saturday, December 7.


2019 Main Street Grant Awards
Economic Development Manager Kim Fleming presented three businesses with grants from the Town of Davidson to help fund permanent improvements to properties in Davidson's local historic district.  The board of commissioners allocated $15,000 in this year's budget for the Davidson Main Street Grant. Qualifying businesses submitted applications that the Historic Preservation Commission reviewed and awarded grants based on selected criteria. The Davidson Main Street Grant is a matching grant that spurs private investment and jobs in our local historic district and helps to preserve and protect our local historic character.

Comprehensive Plan Public Hearing
A public hearing was held regarding the What’s Next Davidson? Comprehensive plan. The comprehensive plan is the leading policy document and tool to help communities create a vision and guiding principles for decision-making for their town, directly informing decisions that we make as a community.

Senior Planner Trey Akers provided an overview of the extensive public engagement process and the resulting comprehensive plan content. The plan provides a policy framework consisting of goals, policies, and actions built upon the thousands of comments received throughout the 13-month public engagement process. This community-based plan will help to lay the foundation for future Strategic Plan, budgeting, and implementation efforts in the months and years to come. After the presentation, six people shared comments with the board. A copy of the plan is available at this link.

One person spoke during the public comment period.

Consent items are typically non-controversial and routine items. Prior to the board's adoption of the meeting agenda, the request of any member to have an item moved from the consent agenda to old business must be honored by the board. All items on the consent agenda must be voted on and adopted by a single motion. All items were approved including:  

  • Meeting Minutes from the November 12 regular meeting
  • 2020 Meeting Schedule
  • Resolution 2019-42 certifying and declaring the results of the November 5, 2019 G.O. Bond Referendum 
  • 2020 Design Review Board/Historic Preservation Commission and Planning Board/Board of Adjustment Chairs
  • Fire Protection Services Agreement between Mecklenburg County and the Town of Davidson
  • Legal settlement in Charde, et. al. versus Town of Davidson and Budget Amendment 2020-16

Items for old business typically have been previously presented and are for discussion and possible action.

Adoption of Ordinance 2019-07 designating 310 Concord Rd. (Martin-Worth-Henderson House) as a historic landmark
The board of commissioners unanimously approved the adoption of Ordinance 2019-07 designating the Martin-Worth-Henderson House as a historic landmark. Constructed c. 1898, the Martin-Worth-Henderson House initially served as the residence of two Davidson College presidents, symbolizing the symbiotic relationship between the Town and Davidson College. The property is an example of vernacular adaptation of the Queen Anne style and features original wood siding, eave returns, and sawn floral elements and rosettes in the gable on the main façade. The property is of local architectural and historical importance due to its association with Mary Turpin Martin and Lucy Battle Martin, its use as a boarding house, and its architecture. 

Adoption of Ordinance 2019-08 Historic Preservation Ordinance Text Amendments and Consistency Statement
The Town of Davidson was recently designated as a Certified Local Government (CLG) by the State Historic Preservation Office (SHPO). In North Carolina, governments which qualify for certification must have an active and legally adequate historic preservation commission, and must meet the federal requirements for certification. The board of commissioners unanimously approved the adoption of Ordinance 2019-08 and the consistency statement, using the state model ordinance language with Davidson-specific references. The purpose of the Historic Preservation Ordinance is to ensure that the town enforces appropriate state and federal legislation for the designation and protection of historic properties.

Comprehensive Plan – Public Comment Report
The Town of Davidson launched the What’s Next Davidson? process in the fall of 2018 to update the town’s comprehensive plan.  After incorporating edits from the Plan Advisory Group (i.e., resident-based steering committee), members of the town’s advisory boards, and the board of commissioners, the draft plan was released on October 31, 2019. A two-week public comment period was held from this date until Thursday, November 14. Building on the plan’s previous public engagement efforts, the consultant team and town staff hosted an open house on Thursday, November 7, 2019 and offered “office hours” the following Friday-Saturday for participants to stop by and share their thoughts on the draft plan.

Clarion Associates presented feedback on the draft plan from the public comment period.  

548 Potts Street Sewer Extension Request
The board of commissioners approved the sewer extension request to 548 Potts Street contingent upon (1) the property being developed as a single family residence, (2) the extension is limited to the property and adjoining properties will not be permitted to connect to the extended line; and authorized the town manager to execute an agreement formalizing these contingencies.


Davidson Cottages Water Extension Request
Saussy Burbank requests water extension to Davidson Cottages, located in Davidson Commons East Lot 4D, for the construction of 30 single-family lots and two duplexes (34 units total). The board will consider approval of the request at the January 14 meeting.

Budget Amendment for the Acquisition of 206 Potts Street
The board of commissioners approved Budget Amendment 2020-17 in the amount of $470,000 from unassigned fund balance for the purchase and associated costs of 206 Potts Street and authorized the town manager to execute the necessary documents. The property is approximately .657 of an acre on the corner of West Walnut Street and Potts Street, adjacent to the town's Public Works facility. It includes a 3,200 square-foot metal building on the property.

The town's intention is to acquire the property for use for our public works department operations. Acquiring this property created approximately 2.5 contiguous acres controlled by the town with frontage on three streets. Long-term, this property could be used for multiple public uses as to be determined by the town.

2019 Accomplishments
In 2018, the mayor and board of commissioners asked that staff provide a report on the accomplishments that coincided with the first year of the two -year term of office. Similar to 2018, the 2019 report covers accomplishments from the second year in office related to the 2018 -2019 strategic plan focus areas.  During Tuesday’s meeting, I presented an overview of the accomplishments from this past year.
