Proclamation
Mayor Knox read a proclamation in Recognition of United States Congressman John Lewis.

Town of Davidson COVID-19 Response
On Tuesday evening, I provided an update on the latest COVID-19 data from Mecklenburg County Public Health, including 171 cases and 4 deaths in the Davidson zip code. The board reviewed the CARES Act funding allocated to the Town of Davidson by Mecklenburg County and approved an interlocal agreement and Budget Amendment 2021-01 related to the distribution of the CARES Act funding. NCDOT Project U-5873 (Potts/Hwy 115 Roundabout) Discussion
The Davidson Board of Commissioners held a discussion with representatives from NCDOT and the Town of Cornelius regarding project U-5873, Potts/NC 115 Roundabout. The discussion included NCDOT’s response to the board’s questions about the project.  Based on the discussion, NCDOT will study the reduction of the multi-use path width, provide examples of other roundabouts in historic areas, and provide modeling information. Staff will receive the data and schedule a follow up discussion with the board of commissioners.  Concurrently, the Town of Cornelius will discuss the multi-use path reduction request.  This project is currently delayed until May 2022.

Public Comments
Six people submitted comments for the public comment period.

CONSENT

Consent items are typically non-controversial and routine items. Prior to the board's adoption of the meeting agenda, the request of any member to have an item moved from the consent agenda to old business must be honored by the board. All items on the consent agenda must be voted on and adopted by a single motion. All items were approved including:

  • Meeting Minutes from from June 9 virtual work session and June 23 virtual regular meeting
  • Budget Amendment 2021-02 and Budget Amendment 2021-03 related to down payment assistance funding 

OLD BUSINESS
Items for old business typically have been previously presented and are for discussion and possible action.

Affordable Housing Update

Affordable Housing Manager/Town Attorney Cindy Reid discussed with the board options for four homes owned by the Town of Davidson.  The board directed staff to continue discussions with the Ada Jenkins Center Hope to Home Program, explore options for renting versus sale of the homes, and to complete renovations for the house at 145 Mock Road with payment in lieu funds.  Staff will also proceed with transitioning the current affordable housing committee to a standing appointed citizen board beginning with the annual cycle that starts this fall and also consider broadening the scope of this board to include equity and inclusion.

335 Sloan Street Agreement with Habitat for Humanity of the Charlotte Region  

Project Manager Doug Wright reviewed an agreement between the Town of Davidson and Habitat for Humanity of the Charlotte Region regarding a historic house located at 335 Sloan Street.  Due to a planned roundabout at the intersection of Griffith Street/Beaty Street/Sloan Street, the historic home will be moved to a town owned parcel on Crane Street.  The board approved the agreement that states the town is responsible for moving the house then town would convey it to Habitat for Humanity to renovate the house according to State Historic Preservation Office (SHPO) guidelines, and find a buyer to occupy the house.  

251 South Street

Public Facilities Update
Karen Whichard, Assistant Town Manager, presented an update on the plans for the public facilities project at 251 South Street including feedback from the Historic Landmarks Commission Design Review Committee, updated floor plans, and a recommended location for the board meeting chamber.  Click here to view the presentation. 

Davidson Farms Annexation – Set the Date of the Public Hearing
The board approved Resolution 2020-13 to set the date of the public hearing for the Voluntary Contiguous Annexation Request from Davidson Farms.  The public hearing will be held at 6:00pm on August 25 during the board of commissioners virtual regular meeting. 

Mayes Hall Annexation – Set the Date of the Public Hearing
The board approved Resolution 2020-14 to set the date of the public hearing for the Voluntary Contiguous Annexation Request from Mayes Hall.  The public hearing will be held at 6:00pm on August 25 during the board of commissioners virtual regular meeting.  

Upcoming Board Agenda Items
