Consent items are typically non-controversial and routine items. Prior to the board's adoption of the meeting agenda, the request of any member to have an item moved from the consent agenda to old business must be honored by the board. All items on the consent agenda must be voted on and adopted by a single motion. All items were approved including:
- Meeting Minutes from May 12 virtual work session, May 19 virtual special meeting, and May 26 virtual regular meeting
- FY20 Budget Ordinance Amendments
- Resolution 2020-09 Adopting a Title VI Policy for the Town of Davidson
Items for old business typically have been previously presented and are for discussion and possible action.
Restore Funding for the Parks and Recreation Department Director
At the June 9, 2020, the board directed staff to provide alternative ways to fund the Parks & Recreation Director position. Four options were presented for the board to discuss, and the commissioners unanimously decided to reinstate the funding for the Parks & Recreation position by utilizing the increased sales tax revenue projection that is more favorable than anticipated - despite the effects of COVID-19.
Based on the June 9, 2020 approval the FY2020-2021 Budget Ordinance 2020-02 and the Capital Improvement Plan and Fee Schedule as presented in the Manager’s Recommended Budget booklet, $103,000 plus $70,000 in contingency will still be appropriated to the administrative budget to fund a new Affordable Housing, Equity and Inclusion position and programming. More information about that position and program will be shared as soon as possible.
Voluntary Contiguous Annexation Petition of Davidson Farms
The board approved a resolution to direct the Clerk to Investigate a Voluntary Contiguous Annexation Petition of Davidson Farms. The property owners are requesting a voluntary contiguous annexation including Parcel #00725120, Parcel #00725116.
Road Abandonment Request of Kistler Farm Road
The Davidson Farms Master Plan was approved in April 2020. As part of the approval, ordinance-required streetscape improvements and the extension of the existing Kistler Farm Rd. must be implemented by the developer. Because Kistler Farm Rd. is currently an NCDOT facility, the board of commissioners approved a resolution requesting abandonment of the road to the Town of Davidson for improvement/maintenance.
There was a request for additional information on the proposed Kistler Farm Road cross section. A follow up motion was approved by the board to reconsider approval of the resolution at the July 1 special meeting.
