A summary of the 4:00 p.m. work session: ?

John Lewis, the CEO of CATS (Charlotte Area Transit System), presented to the Davidson Board of Commissioners on their future plans for the region, including their proposal to conduct a transit study of the north corridor. Based on their conversation, the Davidson Board of Commissioners are in support of this study because once complete, it will position CATS and our region to receive future federal and other transit/transportation related funds.

I gave a very brief update on the Davidson Game Plan -- as you know, we have a strategic plan we call the Davidson Game Plan, and many of the projects listed below are part of it:

• Economic Development Strategic Plan,

• Bailey Springs Park,

• Public Facilities,

• Rural Area Plan, and

• Exit 30 Bridge and Roundabouts Project.

Our biggest focus at the meeting was an update on our parks:

COMMISSIONER REPORTS 

The commissioners gave reports on the boards/commissions on which they serve.

Commissioner Beth Cashion: The Charlotte Regional Transportation Planning Organization (CRTPO) approved the transportation plans that were presented. Funding for the Davidson Mobility Plan ($100,000) was approved. This will enable us to define our multi-modal transportation in Davidson, including citizen input, and set us up for future funding of projects in town; we must have a plan to get funding from any government entity. Cmr. Cashion spoke with the new NCDOT Secretary, Jim Trogdon, to discuss the letters we sent from this region related to the I-77 Managed Lanes project. He will respond in the next month.

Visit Lake Norman (VLN) presented their “Making Waves Hospitality Awards.”  River Run was named best venue, and the North Harbor Club was selected as best restaurant. VLN has launched a new video to highlight our area’s signature attractions and events.

North Mecklenburg Alliance (partnership with Huntersville, Cornelius, and Davidson related to transportation and other regional projects) hosted John Lewis, CEO of CATS, who presented about the north corridor study. He discussed CATS’ plan to make improvements to their existing bus line, create bus rapid transit (BRT), and improve bus stops in Davidson. Representatives from the North Carolina Department of Transportation (NCDOT) discussed the increase in traffic accidents on I-77 now that it is under construction. They have now set up signage declaring I-77 a “construction zone,” which enables public safety officers to enforce it differently. NCDOT will review the region’s speed limit reduction request; the mayors of Huntersville, Cornelius, and Davidson requested that speed limit be reduced on I-77 and that it be declared a construction zone.

  

Commissioner Stacey Anderson: Arts & Science Council (ASC)

On Thursday, April 6 she will attend an update meeting for elected officials. The ASC is revitalizing crosswalks on N. Tryon Street in Charlotte. Art in streets is visually appealing and also has the added benefit of slowing traffic to enhance pedestrian safety. Click here for examples of crosswalk art.

Commissioner Jim Fuller: The Lake Norman Chamber (LNC) offers many events and programs for our region. Please visit https://www.lakenormanchamber.org/events/event-calendar.html to view their calendar.

Commissioner Rodney Graham: The Lake Norman Regional Economic Development Organization (LNREDC) meets quarterly. He reported an increase in business relocation to our area.

Commissioner Brian Jenest: The Lake Norman Transportation Commission (LNTC) discussed many projects that affect Davidson:

  • widening of Highway 73,
  • the Potts/Sloan/Beaty corridor,
  • funding for the Davidson Mobility Plan,
  • roundabouts at Robert Walker Drive, and
  • the Highway 150 corridor. 

Mayor John Woods mentioned that he, commissioners Cashion and Jenest, and I were to attend Town Hall Day in Raleigh to discuss issues with legislators on Wednesday, March 29. We had a very successful day networking with others on our regional issues. Metropolitan Transit Commission (MTC) supports the work that CATS is doing to study the north corridor for transit. They continue to have hope for the use of Norfolk Southern’s rail line for light rail (Red Line).

The Davidson Board of Commissioners held a public comment period and heard from seven citizens on a variety of topics. We appreciate the engagement of our citizens.

PRESENTATIONS

Livability board Chairperson Marty Metzker gave an annual update on the board to the Davidson Board of Commissioners. He stated that the livability board has a great synergy with the parks and recreation and public works departments. This is the board’s second year using subcommittees which are very effective and generate results. The soon-to-be-constructed Bailey Springs Park will provide a balance between active and passive recreational activities. Other highlights of their work:

  • a focus on tree preservation,
  • a resolution regarding support for North Mecklenburg Recreation Center,
  • nonprofit funding,
  • and our designations as a Tree City and Bee City.

We very much appreciate the work of this board.

OLD BUSINESS

Public Facilities

 

Assistant Town Manager Dawn Blobaum gave a brief update on the public facilities study we are undertaking with the assistance of architects Creech & Associates. Based on feedback received from approximately 75 citizens (at the first public workshop on March 9) and 30 town employees, Creech & Associates then presented options for possibly locating civic buildings on the almost four acres of town-owned land along South Main and Jackson streets where Davidson Town Hall currently sits. They presented two main options:

Renovate our existing town hall for the police and fire departments and:

  • build a new town hall in front of the existing town hall or
  • build a new town hall on the corner of S. Main and Jackson streets.

NOTE: Creech & Associates also presented some long-term site options which, while creative, are not under consideration at this time.  Based on the questions asked by the commissioners on Tuesday evening, staff has asked Creech & Associates to only focus on immediate needs. We will provide more information at the public workshop on April 6 and seek input from our citizens.

Background:

We have outgrown our existing town hall and need to renovate our current public works facility on West Walnut Street in order to keep pace with our service needs. When we built town hall in 1990, our population was 4,000. In 2017, we have approximately 13,000 people in Davidson. Space for our growing police and fire departments is particularly critical.

Based on decisions made by the Davidson Board of Commissioners in summer 2016, town staff is moving forward with a preliminary planning process for public facilities on the 3.5 acres of town-owned land downtown. Possibilities include renovating and/or expanding the existing town hall building, perhaps constructing a new town facility along Main Street, and exploring solutions for expanded parking. Sloan House located at 230 S. Main Street, adjacent to town hall would be moved to another location.

A Request for Qualifications (RFQ) was issued for a design team to undertake the process. We selected Creech & Associates, an architecture firm based in Charlotte, to help us with two major phases: Phase 1) creation of a space needs assessment, a parking/mobility assessment, a conceptual design, and management of a public input process resulting in a site master plan; and Phase 2) upon a vote by the board of commissioners to move forward, creation of a schematic design, design development, and production of construction documents for the proposed buildings and site improvements.

We have assembled a steering committee consisting of citizens, two commissioners, and town staff to work collaboratively with the design team to guide the planning and design process. At the meeting on January 24, we asked the Davidson Board of Commissioners to create a capital project fund for the planning and construction of public facilities to cover the costs of Phase 1 of the study. The Davidson Board of Commissioners reviewed the proposed budget and asked staff to work with the architect to reduce costs. We will present a revised budget at a future meeting.

Rural Area Plan

Planning Director Jason Burdette discussed the implementation of the Rural Area Plan, adopted by the Davidson Board of Commissioners in September 2016. In order for the plan to become enforceable, the Davidson Board of Commissioners voted to approve

the text amendments to the Davidson Planning Ordinance and map amendments (rezonings) related to the implementation of the Rural Area Plan, and the accompanying consistency statements.

Beaty Street property RFP

For information on the Beaty Street RFP, please visit www.townofdavidson.org/BeatyStRFP. The Davidson Board of Commissioners had originally planned to consider the sale of the 19 acres of town-owned land to a developer at their April 11 meeting, but based on comments from citizens, they decided to slow down the process and wait to consider moving forward at their April 25 meeting.

Homewood Suites is hosting a job fair on Friday, March 31 from 10:00 a.m. to 1:00 p.m. and 3:00 to 6:00 p.m. to find new staff members for the hotel.

Our trolley service starts April 1 and will run Saturdays from 8:30 a.m. to 12:30 p.m. and Fridays from 6:00 to 10:00 p.m. Information on times and routes is on our website at www.townofdavidson.org/trolley

The U.S. Environmental Protection Agency is hosting a meeting on Tuesday, April 4 from 6:00 to 8:00 p.m. at Gethsemane Baptist Church to provide information on their plans to remediate asbestos contamination on some properties adjacent to 301 Depot Street.

A representative from Congresswoman Adams’s office will have office hours at Davidson Town Hall on April 6 from noon to 2:00 p.m.
